Manages agent lifecycle through state machine transitions (IDLE→INITIALIZING→COMPLETED). Distributes tasks to specialist agents, monitors execution progress, handles failures with exponential backoff retry, and aggregates results into final admission decisions. Tracks comprehensive metrics including tokens, latency, and cost.
